ICAMA registration is the mandatory regulatory approval process for all pesticide and agrochemical products marketed in China. Administered by the Institute for the Control of Agrochemicals under the Ministry of Agriculture and Rural Affairs (MARA), it ensures that products meet safety, efficacy, and quality standards before entering the market.
Registration Categories
Original Registration (新农药登记)
Required for new active ingredients not previously registered in China. This category demands the most extensive data package: full product chemistry, complete toxicology profile, multi-location field efficacy trials, residue studies, and environmental fate data. Timeline is typically 12–24 months.
Same-Product Registration (相同产品登记)
Applicable when registering a product identical in active ingredient, formulation type, and content to an already-registered product. Data requirements are significantly reduced, as reference can be made to the existing registration. Timeline is typically 6–12 months.
New Formulation Registration (新剂型登记)
Required when an existing active ingredient is formulated into a new dosage form (e.g., EC to SC, WP to WDG). Product chemistry and field efficacy data are needed, but toxicology and environmental data may be partially bridged from the original registration.
The Registration Process
- Category determination: Identify the applicable registration pathway based on active ingredient and formulation status
- Data generation: Product chemistry (CIPAC methods, FAO/WHO specifications), toxicology (acute, sub-chronic, chronic), field efficacy (multi-site, multi-season trials), residue data, and environmental fate studies
- Dossier preparation: Compile all study reports, quality specifications, manufacturing process details, and label drafts
- Submission to ICAMA: Electronic submission through the pesticide registration management system
- Technical review: ICAMA expert committee reviews the dossier, may request additional data
- Registration certificate: Upon approval, a registration certificate is issued with a defined validity period
